The Philippine Institute of Civil Engineers (PICE) Iloilo Chapter continues to solidify its role as one of Western Visayas’ most active professional organizations in interagency bodies, as two of its members have recently been appointed as private sector representatives in special committees of the Regional Development Council (RDC) VI.

Already immersed in their new roles since the third quarter of 2025, Engr. Neil Edwin Escalona now serves as a member of the Regional Project Monitoring Committee (RPMC) VI, while Engr. Felemuel Bullos, Jr. has joined the Regional Land Use Committee (RLUC) VI.

Engr. Escalona is a civil engineer and academic supervisor at the University of San Agustin with more than three decades of experience in structural design and consultancy. He holds a Master’s in Civil Engineering and has contributed to major infrastructure projects in Iloilo and Guimaras, including public markets, convention centers, and institutional buildings. His leadership role in the PICE Iloilo Chapter, currently as Auditor, reflects his commitment to professional standards and accountability, making him highly qualified to support the RPMC in ensuring effective oversight of development initiatives.

Engr. Escalona

Meanwhile, Engr. Bullos is an accomplished engineer and educator with extensive experience in academic leadership, project management, and professional service. He earned both bachelor’s and master’s degrees in civil engineering and has served as Dean of the College of Engineering at PHINMA University of Iloilo while directing engineering projects locally and abroad. He has guided programs that integrate technical rigor with sustainable development principles, and his leadership roles in construction management and consultancy have equipped him with practical insights into land use planning, infrastructure development, and resource allocation. Currently serving as President of FDB Review and Training Center and Project Manager at MAQ Builders, he continues to bridge technical expertise with organizational leadership, making him a strong asset to the RLUC.

Engr. Bullos

The appointments of Engr. Escalona and Engr. Bullos reaffirm PICE Iloilo Chapter’s active role in shaping regional development. By contributing their expertise in project monitoring and land use planning, they strengthen the engineering profession’s voice in advancing sustainable growth across Western Visayas.
