ILOILO CITY – Engineer Antonio F. Belarga was officially admitted on July 11, 2025 as a Private Sector Representative (PSR) to the Western Visayas Regional Development Council (RDC) Full Council, representing the Philippine Institute of Civil Engineers (PICE).

The RDC, the region’s highest policy-making and coordinating body, is mandated to formulate development plans, review budgets, and harmonize national and local government programs to ensure alignment with Western Visayas’ priorities.

Engr. Belarga also assumes a seat in the Infrastructure Development Committee (IDC), which is responsible for reviewing and endorsing infrastructure-related projects, setting investment priorities, and monitoring the implementation of programs in transportation, communications, power, water resources, and public buildings.

His appointment is backed by decades of leadership in both government and private sectors, including his tenure with the Philippine Ports Authority where he oversaw critical port operations and infrastructure projects, and his role as president of a construction firm that delivered major civil works across the region.

He has also been recognized for his contributions to engineering education and professional development, earning distinctions such as Outstanding Alumnus of the Western Institute of Technology, while consistently championing safety, quality, and innovation in construction practices.

This breadth of experience positions him uniquely among PSRs, as he brings not only technical expertise in civil engineering but also proven management skills and a track record of delivering large-scale infrastructure projects that directly support regional growth.

By representing PICE, Engr. Belarga ensures that the engineering profession plays a central role in shaping policies and projects that will drive sustainable development and competitiveness in Western Visayas.
